Servers TPS Loss (Please help)

When TPS is less than 15 then it sometimes appears the message line (I think by my CPU high %) [CPU Intel Xeon E5-2680 2.70Ghz)
Can't keep up! Is the server overloaded? Running 43464ms or 869 ticks behind

This is still related to the plugin ProRPGItems, but also V-MultiEconomics is taking a lot of resources in this report.
