im running this 1.20.1 survival server for my friend but i have to restart it every hour cause when people are on the server the network inbound and outbound go up tremendously with just one player on this started happening after someone loaded in some newer chunks not a ton but some newer ones...

I updated my server to the latest paper 1.18.2 jar file and now it wont start the permissions folder is completely empty and I dont know what to do cause I have spent so much time on this server and its been messed up
