never mind I seem to have figured it out I was putting a "/" in font of the commands and that seemed to be the issue I apologize for the inconvenience

I am very new to paper servers and when i converted my server from a regular vanilla to a PaperMC server the default vanilla server commands stopped working. the main one I am having issues with is "/worldborder center" but all other commands seem to not work either in game or in the console...
